On New Year's Eve, a fire broke out in the entrance hall of a residential building, which also served as the building's only escape route. What started as a relatively small fire quickly escalated into a life-threatening situation. The escape route to the outside became unusable, leaving residents with nowhere to go.<\/p>\n<p>This event has not only left a deep impression but has also led to renewed attention for something that should actually be self-evident: free and safe escape routes in residential buildings. Furthermore, the event has led to adjustments in building regulations.<\/p>\n<p>vb&amp;t Brandveiligheid notes that these new rules are now being strictly enforced. Fire safety in residential buildings is currently back in the spotlight. The lessons learned from Arnhem remain relevant and are increasingly being incorporated into policy, supervision, and management. These are known as communal escape routes. This is precisely where things went wrong in Arnhem. A sofa was placed in the entrance hall, having been temporarily put there. When it caught fire, a lot of heat and toxic smoke quickly developed. The fire was located exactly on the only route to the outside.<\/p>\n<p>This makes it immediately clear why escape through these spaces is so critical. An escape route is not an ordinary space, but the place you must be able to rely on being safe when it matters.<\/p>\n<h3>What does the Bbl say about this?<\/h3>\n<p>To prevent these kinds of situations, specific rules have been included in the Building Environmental Decree (Bbl). Articles 6.15a and 6.23a focus on keeping escape routes clear. It is important to note that these rules specifically apply to communal escape routes in residential buildings. This means buildings with multiple dwellings and the shared routes that residents use to safely exit the building. Different rules apply to escape routes within dwellings or in residential facilities.<\/p>\n<p>Article 6.15a prohibits the placement of flammable materials in these common escape routes. The regulations are very strict on this point: in principle, only a small painting and a doormat not exceeding half a square metre are permitted. All other flammable materials are not allowed, such as furniture, cardboard boxes, rubbish, wooden decorations or other forms of storage.<\/p>\n<p>In addition, Article 6.23a stipulates that the minimum passage width of the escape route must always remain clear. This means that objects that narrow the passage, such as bicycles, scooters, prams or roll containers, are also not permitted.<\/p>\n<h3>From convenience to risk<\/h3>\n<p>Although these rules seem logical, in practice we see that communal areas are regularly used differently. They gradually change into storage places or places where residents meet each other, complete with cosy furniture and decorations. A bicycle that is \u201cjust\u201d in the hall, a cupboard that is temporarily placed on the gallery, or a sofa that still needs to be disposed of, these are recognisable situations in many residential buildings. That is precisely where the risk lies. What starts as a practical solution can become an obstacle or even a source of fire in an emergency.<\/p>\n<p>The fire in Arnhem shows how quickly that can happen. The sofa in the hall not only caused a fire but also produced enormous amounts of smoke. Within a short time, the escape route became completely unusable. Smoke is often more dangerous than fire: it spreads quickly and makes it almost impossible to orient yourself and escape.<\/p>\n<h3>What does this mean for residents?<\/h3>\n<p>For residents of an apartment complex, and certainly in buildings where an active Owners\u201c Association (VvE) is managed, this means that fire safety is not just a technical or legal matter, but primarily a matter of behaviour. Keeping escape routes clear starts with daily choices: not putting things down \u201dfor later\", not temporarily storing items in the stairwell, and being aware of potentially unsafe situations. This is not only about one's own safety, but also about that of neighbours. In a residential building, you are dependent on each other in a sense. One obstacle or flammable object can have consequences for everyone.<\/p>\n<h3>Attention to this subject<\/h3>\n<p>The core lesson from Arnhem is clear: the principles on paper are often well-arranged, but practice must align with them. As the Dutch Safety Board concluded, a safe escape route is often taken for granted, while in reality this is not always the case. Precisely because of this, there is currently extra attention being paid to keeping escape routes clear, not only through legislation, but also from managers, homeowners' associations (VvE's), and residents themselves. A residential building is a shared environment, and that also means a shared responsibility.<\/p>\n<p>Free evacuation routes may seem like a detail in the daily use of a building, but in an emergency they are vital. The events in Arnhem show that things can go wrong when you least expect it.<\/p>\n<h3>Active management and supervision<\/h3>\n<p>To fulfil the duty of care that an owner has, Amvest has commissioned vb&amp;t Brandveiligheid to carry out periodic safety inspections in its apartment complexes. An inspector from vb&amp;t Brandveiligheid walks through the communal escape routes monthly to check whether the rules are being adhered to. If, after a period of time, the escape routes are found to remain clear as a matter of course, the frequency will be reduced to once per quarter. In this way, Amvest maintains control over the safety of its residents and actively steers towards a safe living environment.<\/p>\n<p><span style=\"color: #000000;\">The message is thus simple, but essential:<\/span><br \/>\n<span style=\"color: #000000;\"><strong>Keep common escape routes clear.
